CEM Relief Fund constituted

Kamalanagar, 24 May, 2021: In view of the unabated rise in cases of covid patients, a clear indication of community spread, in Chakma Autonomous District Council particularly within Kamalanagar town area the Executive Committee, Chakma Autonomous District Council today held a meeting in the office chamber of CEM, CADC to take stock of the situation and to discuss intervention thereof.

Dg. Durjya Dhan Chakma, CEM, CADC chaired the meeting and was attended by his colleague Executive Members and Executive Secretary, CADC.

The meeting constituted the much-needed CEM’s Relief Fund to provide assistance in times of disaster and natural calamity. The urgent need to constitute the Fund has been felt in the wake of fund constraint being faced to run the growing number of Covid Care Centres and Quarantine Centres that are being added with increasing number of covid positive cases.

As of today there are five Covid Care Centres and one quarantine centre.

The Fund will be managed by a Committee constituted with the CEM, CADC as Chairman, the Executive Secretary, CADC as Member Secretary, LAO, Sr.FAO, I&PRO and President, CYCA CADC as Members.

Guideline regulating the fund have been formulated and it shall be notified later on. A bank account will be opened in the SBI Chawngte Branch at the earliest for the Fund. Public donation, be it from individuals, Organizations, Trusts, Companies and Institutions will be accepted and receipt will be issued for each and every contribution received and the detail of the account will be made accessible online through the official website of CADC – cadc.chakma.in.

It has also been decided that budgetary allocation will be made for the fund subject to availability of resources in the council.

Contribution to the fund has been inaugurated in the meeting itself with the Executive Committee deciding to set aside Rs.50,000/- out of MDC LAD Fund of each of the twenty MDC which shall amount to Rs.10 Lakhs.

The CEM, CADC Dg. Durjya Dhan Chakma stated that contribution to the fund shall be sought from institutions like SBI, HUDCO, LIC, etc.

In addition, the meeting also discussed on the pattern of funding to the three ADCs of Mizoram. Fund sharing between the three ADCs is determined based on certain criteria like population, area, distance from Aizawl to the concerned District Council Headquarter, literacy rate and number of electrified villages as reflected in the 1st Mizoram Finance Commission Report.

Comparative study of allocation of fund to the three ADCs in the last seven years revealed that the criteria for sharing of fund among the three ADCs has not been maintained.

The meeting decided that the matter will be brought to the notice of the Mizoram Government and the Second Mizoram Finance Commission for necessary course correction. The meeting also observed that the two criteria – literacy and number of electrified villages seemed to be flawed and unreasonable which should instead be illiteracy and number of unelectrified villages.

It was also decided that ‘distance from district headquarters’ shall be pursued for inclusion as a new criteria which is the direct bearing on CADCs budget.

Kamalanagar, 18 May, 2021: Member of Chakma Autonomous District Council Dg. Bubon Kumar Chakma and Dg. Sanjeev Chakma who could not attend the oath taking ceremony of Executive Member held on 30th April, 2021 both of whom were then under home quarantine due to Covid were administered the oath of office today.

Dr. Manesia Khaimeichho who was authorised by the Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.

Dg. Bubon Kumar Chakma was elected from 19-Devasora ‘S’ MDC Constituency and it is his third consecutive term as MDC while Dg. Sanjeev Chakma was elected from 7-Kamalanagar West.

Dg. Durjya Dhan Chakma, CEM, CADC speaking at the end of the programme expressed hope of working together with the newly posted SDO for the development of the area. He apprised him, “The area being very backward concerted effort is expedient “.

New Executive Committee, CADC formed

Kamalanagar, 30 April, 2021: The new Executive Committee of Chakma Autonomous District Council has been formed today with the swearing-in of five elected MDCs out of seven appointed by the Governor, Mizoram on the recommendation of the Chief Executive Member, CADC.

The five MDCs who have taken oath of office of Executive Member are Dg. H. Amaresh Chakma, Dg. Hiranand Tongchangya, Dg. Uday Tongchangya, Dg. Mohesh Boran Chakma and Dg. Lakhan Chakma.

Dg. Bubon Kumar Chakma and Dg. Sanjeev Chakma on the advice of the medical department refrained from attending the ceremony who are under quarantine due to Covid. Their induction ceremony will be conducted later.

Pu S. Kaptluanga, SDO(C), Chawngte administered the oath of office on behalf of the Deputy Commissioner, Lawngtlai.

The CEM, CADC in the occasion has announced, “Allocation of different departments to the Executive Members will be done today”.

Dg. Mohan Chakma becomes the new Chairman of CADC

Kamalanagar, 21 April, 2021: Dg. Mohan Chakma, MDC, Chakma Autonomous District Council today was declared the new Chairman, CADC elected. He has succeeded Dg. H. Amaresh Chakma, the outgoing Chairman, who was removed in a no-confidence motion in the first sitting of the recently concluded Budget Session.

Nomination filing for the election was notified for yesterday with election to be held today. However, Dg. Mohan Chakma was the lone candidate who filed nomination and was declared elected uncontested today.

The 10th CADC is his third consecutive stint as MDC who have been contesting from 20-Parva constituency since joining active politics. In the last two terms he has held the post of Executive Member, CADC.

CADC Budget, 2021-2022 passed

Kamalanagar, 16 April, 2021: Chakma Autonomous District Council Budget for the fiscal year 2021-2022 which was presented for an amount of Rs.13,483.12 Lakhs in the third sitting of the Session on 12th April was discussed and passed today. The sitting also passed the Supplementary Demand for Grants 2020-2021 and the Reappropriation of Local Receipt Fund 2020-2021.

House Leader and CEM, CADC Dg. Durjya Dhan Chakma who presented the Budget said that for support to livelihood of the poor, provision for financial assistance to 666 families to take up piggery, poultry and goatary have been provided despite allocation under non-salary being not enough.

The local revenue target having fallen short by about Rs.9 lakhs in the previous year he has said that the Covid-19 pandemic with lockdown for several months have affected the target. He has expressed hope to ramp-up the revenue collection in the current fiscal year with the brick-kiln going on production mode soon.

Fund provision for improvement of the school education in the Budget have been given priority, he said.

The deficit in the Budget he said is largely due to revision of the salary of the councilors and demand for additional not being provided at the end of outgoing fiscal year. The demand for additional have been carried to the current budget which has translated into deficit.

In trying to explain the limitation of budgeting of CADC Dg. Kali Kumar Tongchangya, Vice-Chairman Planning, said that the Budget need to be prepared within the limit of fund allocated by the state government while stating that this year the budget figure has remained same as previous year. He further added that CADC can enhance its budgeting by improving the local revenue collection.

Dg. Buddha Lila Chakma, MDC proposed for inclusion of provision for financial assistance to handicapped person in the budget. He has urged the House leader to pursue the Mizoram government for uniformity in allocation of budget amount among the three ADCs of Mizoram while arguing that the size of administration is the same and population almost equal. He expressed hope in the leadership of Pu Zoramthanga that rectification will be affected if brought to his notice of the anomaly.

He further added that the number of employees of CADC is almost half of both LADC and MADC despite the administrative setup and size being identical.
