CADC Emergency Budget Session 2023-24 begins; Discussion and voting on June 22, 2023

Kamalanagar, 19 June, 2023: Dg. Rasik Mohan Chakma, CEM, CADC presented the first Budget of the 11th Chakma Autonomous District Council for the fiscal year 2023-24 in the first sitting of the CADC Emergency Budget Session which started today. The budget will be discussed and voted on June 22, 2023.

The Supplementary Demand for Grants, 2022-23 & Re-appropriation of Local Receipts Fund, 2022-23 and Demand for Grants, 2023-24 (Budget Estimate) has been placed before the house for the discussion and approval of the members. The Supplementary Demand for Grants, 2022-23 is for an amount of Rs. 1259.58 lakhs out of which Rs. 1257.58 lakhs is against salary under Normal Grants-in-Aid and Rs. 2.00 lakhs against salary under Village Council Remuneration.

The Local Receipts for the fiscal year 2022-2023 was for an amount of 113.97 lakhs against a target of Rs. 132.37 lakhs. The CEM attributed the shortfall to the uncertainties caused by the onslaught of Covid-19 and asserted his hope that the budgetary target under Local Receipts shall be achieved this year. Therefore he proposed the Accounts on the Expenditure of Local Receipts for the fiscal year 2022-23 be re-appropriated.

The total estimated receipts under the Revenue Account is Rs. 11684.34 lakhs against an estimated expenditure of Rs. 18002.66 lakhs. The CEM in his speech stated that the deficit of Rs. 6318.62 lakhs shall be covered with Supplementary Demands for Grants from the state government. He expressed his optimistic hope that the benevolent State Government shall allocate the required funds in due course of time.

In his budget speech, the CEM highlighted some notable achievements during the fiscal year 2022-23 despite acute financial constraints. They are the successful celebration of Golden Jubilee of CADC, publication of Golden Jubilee Souvenir, free distribution of textbooks and stationeries and school uniforms, publication of textbooks on Moral Education, financial assistance to 666 piggery/ poultry/ duckery/ goat rearing/ cattle rearing/ farming.

Thousands of plant saplings were supplied by the Environment, Forest & Climate Change Department to encourage mass plantation. Under LAD, various cleanliness drives were organized and for that financial rewards were given to the participating stakeholders.

The session began with one starred and six unstarred questions put by the members. The starred question was put by Dg. Nirupam Chakma, MDC addressed to Executive Member i/c Road & Transport Department, CADC Dg. Supan Chakma, enquiring whether the sole Driving School within CADC at Udalthana which has been lying defunct since 2019 be made operational and why it was made inoperational. Dg. Supan Chakma in his reply said that the cause for the same will be provided later after due investigation by the concerned department.

Newly appointed Executive Members of CADC Sworn-in

Kamalanagar, 14 June 2023: Seven Members of Chakma Autonomous District Council appointed as Executive Member of the new Executive Committee headed by Dg. Rasik Mohan Chakma, Chief Executive Member, CADC were sworn-in today in a function organized in the CADC Art & Culture Hall, Kamalanagar.

The seven MDCs who were sworn-in are Dg. Kalasoga Chakma of 13-Vaseitlang MDC Constituency, Dg. Lakkhan Chakma of 17-Jaruldubosora MDC Constituency, Dg. Sanjib Chakma of 2-Borapansury – II MDC Constituency, Dg. Santosh Chakma of 11-Ajasora MDC Constituency, Dg. Supan Chakma of 12-Maniabapsora MDC Constituency, Dg. Ananta Bikash Chakma of 14-Longpuighat MDC Constituency and Dg. Montu Chakma of 19-Devasora South MDC Constituency.

Dg. Lalneihthanga Colney (MCS), SDO (C), Chawngte who was invested with the responsibility of administering the oath of office and secrecy by the Deputy Commissioner, Lawngtlai administered the oaths to the MDCs.

Dg. Rasik Mohan Chakma speaking on the occasion said that with the swearing-in of the newly appointed Executive Members, the formation of the Executive Committee of 11th CADC is now complete. He urged his colleagues to work for the development of CADC and the Chakma people.

β€œWith the formation of the Executive Committee, other elected, non-elected and advisory posts will be filled up gradually in a phase-wise manner”, he added. 

Later through a notification issued by the General Administration & Control Department, CADC, the newly sworn-in Executive Members were allocated their portfolios.

Dg. Sundor Muni Chakma elected unopposed as Deputy Chairman of CADC

Kamalanagar, 12 June, 2023: Dg. Sundor Muni Chakma, MDC who was the lone contestant for the post of Deputy Chairman, CADC was declared elected uncontested by Dg. Kali Kumar Tongchangya, Chairman, CADC in a session held for the purpose today in the CADC Session Hall.

Dg. Sundor Muni Chakma, elected MDC of 9-Ugudasury ‘S’ in his address expressed his happiness for electing him uncontested as Deputy Chairman of CADC. He recalled the founder leaders of CADC for their immense contribution since its inception in 1972. He also mentioned the pioneer leaders of 9-Ugudasury S MDC Constituency for their contribution for the development of the Constituency.

He implored that the Chairman and Members of the house will entrust him with the responsibilities of his office without any hesitation for the smooth functioning of the house.

Dg. Sundor Muni Chakma, a retired government servant was elected from 9-Ugudasury S MDC Constituency on an MNF ticket. This is his first term as MDC in which he was elected as Deputy Chairman of CADC.

Dg. Rasik Mohan Chakma, leader of the House and CEM of CADC congratulated Dg. Sundor Muni Chakma and expressed happiness for his invaluable speech which speaks of his desire to work for the welfare of the public. He expressed his firm belief the house will function smoothly under the able and impartial leadership of both the Chairman and the Deputy Chairman.

Dg. Nirupam Chakma, MDC stressed the need of upgrading the CADC Session Hall with basic facilities so that Members from all parties could access the facilities during the Session.

Health Minister Dr. R. Lalthangliana visits Kamalanagar; Longpuighat PHC to be operationalised soon

Kamalanagar, 9 June, 2023: Dr. R. Lalthangliana, Minister of Health and Family Welfare who was on a 3-day tour to Lawngtlai District arrived Kamalanagar today at 5:30 PM. A short cultural programme was arranged on his visit at Art & Culture Hall, Kamalanagar. He was accompanied by Dr. Vanlalsawma, Director, DHS; Dr. Chawngthanchhunga, Joint Director (Malaria), H & FW; Dg. V. Lallungmuana, Member, Industrial Development Board; Dr. K. Vanlalhruaia, State Entomologist (VBD); Dgb. Malsawmthangi Pachuau, State PH Consultant (VBD) and others.

Councillors, Officers, NGO leaders and Health Workers of CADC were also present.

Dr. R. Lalthangliana speaking expressed that the Government is trying to upgrade and improve the health care facilities in Mizoram including CADC. He mentioned that the western and southern belt of Mizoram is endemic to Malaria-borne diseases, the role of NGOs especially the YCA, MCSU and Chakma Mahila Samiti will be of paramount importance when it comes to mobilise and create awareness on Malaria in CADC area.

He suggested that the District Council authority should make necessary steps to eradicate the deadly disease. The health ministry of the state is not in a position to tackle it alone.

He further mentioned that the Longpuighat PHC will be functional soon. Everything is in place now. However, he suggested that a local MBBS Doctor would be appropriate to look after the PHC.

In addition, to maintain and continue the services in Borapansury PHC, every possible help from the State Government shall be undertaken so that it can cater and deal with more health-related patients.

While Dr. Rinisha Chakma, Medical Officer, Chawngte CHC, Kamalanagar shared the information of the CHC including the services it provides. A power point presentation on Malaria was presented by Dgb. Malsawmthangi Pachuau and how the Chakmas are prone to the disease due to their lifestyle.

Representatives of NGOs also met him in private to discuss health care-related issues pertaining to the CADC area.

He visited the only College within CADC at Kamalanagar and has assessed the condition of Govt. Kamalanagar College and the problems they are enduring at present.

The programme was concluded with vote of thanks proposed by Dg. Kali Kumar Tongchangya, Chairman of Chakma Autonomous District Council.

Filing of nominations for election to Deputy Chairman concludes

As per the notified schedule for the election to the Deputy Chairman, filing of nominations for election to the post of Deputy Chairman Chakma Autonomous District Council has concluded. The lone nomination from Dg. Sundor Muni Chakma, elected MDC of 9-Ugudasury ‘S’ MDC constituency was scrutinized minutely and found valid.

Hence, Dg. Kali Kumar Tongchangya, Chairman CADC has declared the nomination received from Dg. Sundor Muni Chakma for election to the post of Deputy Chairman, Chakma Autonomous District Council as valid.

1.Submission of Nomination paper:09/06/2023 from 10:30 A.M. to 3:00 PM.
2.Scrutiny of Nomination paper:09/06/2023 from 3:30 P.M. to 3:30 PM.
3.Withdrawal of Nomination:09/06/2023 from 3:30 P.M. to 4:00 PM.

Budget Session 2023-2024 to start on 19 June 2023

Dg. Kali Kumar Tongchangya, the Chairman of the Chakma Autonomous District Council is pleased to summon the Members of the 11th Chakma Autonomous District Council to sit for Emergency Budget Session, 2023-2024 to be commenced from 19th June, 2023 (Monday) at 10:30 A.M. in the Session Hall of CADC, Kamalanagar.

All Business both Official and Non-official meant for the Emergency Budget Session, 2023-2024 may be submitted to the office of the Secretary, District Council Secretariat, Kamalanagar, CADC on or before 14th June, 2023 (Wednesday).

Dg. Kali Kumar Tongchangya elected unopposed as Chairman in the first sitting of the 11th CADC

Kamalanagar, May 26 2023: Dg. Kali Kumar Tongchangya, MDC who was the lone contestant for the post of Chairman, CADC was declared elected uncontested by Dg. Hiranand Tongchangya, the Protem Chairman in the first sitting of the 11th Chakma Autonomous District Council held today in the CADC Session Hall.

Dg. Kali Kumar Tongchangya was elected from 18-Fultuli MDC Constituency on an MNF ticket. This is his third stint as Chairman of CADC and his sixth term as MDC.

At the outset, a minute of silence was observed in rememberance of the three former MDCs of the previous Executive Committee who had died. Dg. Mohesh Boran Chakma and Dg. Charan Singh Chakma were killed in a road accident on the way to Aizawl while Dg. Amit Kumar Chakma lost his life to attacks by some miscreants at Lokkisury village while he was in election campaign.

The house was filled with energy and enthusiasm shared by the newly elected Members of the District Council. All the Members shared the belief that this term would be progressive and meaningful since this newly constituted council comprises a good mix of fresh enthusiasm in the form of 12 first-time elected MDCs and seasoned experience in the form of 8 MDCs who have been in active politics for a long time. Hence, they hoped there would be no political tussle to paralyze the government. There was no business and transaction in the first sitting of the 11th CADC.

Filing of Nominations for CADC Chairman concludes; Lone MDC in fray

Kamalanagar, 25th May 2023: The process of filing of nominations for the post of Chairman of the Chakma Autonomous District Council has concluded as per the notified schedule of 3:00 PM 25/05/2023.

Dangu Kali Kumar Tongchangya, elected MDC of 18-Fultuli MDC constituency was the lone contestant for the post. His nomination was duly scrutinized at the District Council Secretariat and was found valid. CADC is set to elect its Chairman of this term in the first sitting of the newly constituted council scheduled tommorrow i.e. 26th May 2023, as per the notification issued earlier by the Protem Chairman, Dangu Hirand Tongchangya.
