Kamalanagar, 30 December, 2019: New Jagnasury also known as Damdep, one of the oldest village in Chakma Autonomous District Council completed 50 years of founding. To commemorate the occasion a celebration programme was organized yesterday.
Dg. Rasik Mohan Chakma, CEM, CADC and Chief Guest of the programme unveiled the memorial tablet and proclaimed to metal the internal roads of the village to mark the occasion.
New Jagnasury was founded by Dg. Kegera Tongchnagya, father of Dg. Kali Kumar Tongchangya, Vice-Chairman Planning, CADC when he came to settle there in 1969 with a group of families from Vaseitlang, a designated grouping centre during the Mizo insurgency period. Dg. Kegera Tongchangya was the grandson of Dg. Debicharan Tongchangya, a designated Chief who was allowed to settle with 15 families in Lukisuri by the Sub-Divisional Officer, Lunglei in 1933.
Dg. Atul Chandra Chakma, the first nominated CEM of Chakma Regional Council was the first MDC elected from Damdep in the first general election to Chakma Autonomous District Council held in 1972.
Kamalanagar, 21 December, 2019: Department of Fishery, Chakma Autonomous District Council inaugurated the 3-Day training on ‘Composite Fish Culture System’ at Kamalanagar sponsored by National Fisheries Development Board (NFDB), Hyderabad. Some 50 fish farmers attended the training programme.

Dg. Rasik Mohan Chakma, CEM, CADC and Dg. Hiranand Tongchangya, EM i/c Fisheries graced the inaugural programme as Chief Guest and Guest of Honour.
The training will be given to some 300 selected fish farmers in six batches all over CADC and it will be conducted at Longpuighat and Borapansury besides Kamalanagar. All the trainees will be provided manual on composite fish culture. The training is an outcome of constant effort with NFDB to avail various schemes under it. The CEM speaking informed that there is another project namely “Development of Fish Farming in CADC” submitted through the state government which did not materialize due to delay in submission. He assured it will be pursued the next time.
While urging the fish farmers to take up fish farming with commercial interest the CEM asserted that we have to be fed up of living in poverty and take the profession as a challenge to make a living out of it. He informed that on enquiry from the fish suppliers from Silchar and Lunglei it has been estimated that at least business to the tune of Rs.20 lakh get transacted on fish supply to Kamalanagar per month. “This 20 lakh can be yours and this training programme is being conducted with that object”, he said to the trainees.
“To make fish farming a business we have to leave behind the primitive way and adopt the modern way of fish culture and the purpose of this training is to equip you with the modern ways”.

While explaining how fish farming can be a wise choice over wet rice cultivation he said fish farming is more profitable and if it fetches money rice can be bought which is in abundance.
In stressing the need to be competitive in pricing the local fish with respect to fish from Silchar he urged for commercial scale production of fish.
Dg. Hiranand Tongchangya speaking in the programme reminded that fish supplied from Silchar are medicated and not fresh and therefore less healthy and less tasty. He also said that we can give a competition to the fish supply business as our area has the potential for fish farming.
Kamalanagar, 20 December, 2019: The CADC Winter Session 2019 in its second sitting held today passed the CADC (Election to Village Councils) (Amendment) Rules, 2019 unanimously while referring the CADC (Forest) (Amendment) Act, 2019 to a Select Committee.
The two amendment bills were introduced in the first sitting. The CADC (Election to Village Councils) (Amendment) Rules, 2019 was moved by Dg. Uday Tongchangya, Executive Member while the CADC (Forest) (Amendment) Act, 2019 was moved by Dg. Durjya Dhan Chakma.
Before start of discussion over the amendment bills, Dg Buddha Lila Chakma, MDC proposed two amendment bills one each for the CADC (Election to Village Councils) (Amendment) Rules, 2019 another for the CADC (Forest) (Amendment) Act, 2019.
The bills though missed the requirement of submission to the Secretary, District Council before three clear days, the Chairman, CADC Dg. H. Amaresh Chakma calling his discretion allowed the bills moved by Dg. Buddha Lila Chakma to be discussed and voted.
After prolonged discussion the CADC (Election to Village Councils) (Amendment) Rules, 2019 was passed unanimously while the CADC (Forest) (Amendment) Act, 2019 was referred to a Select Committee for further study. It is hoped that the bill will be tabled in the next session with necessary changes.
The sitting answered four questions during the question hour. With the conclusion of the second sitting today the session was declared prorogued.
Kamalanagar, 12 December, 2019: His Excellency the Governor of Mizoram Shri P.S. Sreedharan Pillai who was on a two days tour of the three Autonomous District Councils reached Kamalanagar, headquarter of Chakma Autonomous District Council today at about 11 am. He flew from Siaha, headquarter of Mara Autonomous District Council where he had reached yesterday. He was accompanied by his wife Smt. Reetha Sreedharan.
His Excellency in his address to the public remarked that he had come to one of the most undeveloped part of the country and urged for introspection to ascertain what went wrong. He made mention of the road from helipad to Kamalanagar while saying that it gives the impression that there is a lot that needs to be done about the development of the area. He emphasized for a need for concerted effort by the central government, state government and CADC for the development of the area.
His Excellency assured that the developmental concerns raised in the memorandum submitted by CEM, CADC shall be pursued with the appropriate authorities including the Chief Minister, Prime Minister and other ministers of the central government for which he shall give his best. He said that he shall try to visit as frequently as possible for development of the area.
While appreciating the traditional dances showcased he remarked that the dance style and songs evoked familiarity and found similarities with dances in Kerela.
He spoke about the need for unity in diversity and to stand together irrespective of differences in culture, tradition and faith.
Representatives of political parties and NGOs met His Excellency in private to discuss various concerns and issues pertaining to the Chakmas and development of the area.
He visited the only Community Health Centre within CADC at Kamalanagar and interacted with the doctors and the staff of the CHC. Matter of deficiencies in the hospital like absence of ambulance, X-ray technicians, etc. was heard by His Excellency.
CEM, CADC unveiled a chart on “Important Historical Dates and Events of the Chakmas” and a book of Press ReleasesKamalanagar, 04 December, 2019: In a programme organized yesterday by Information & Public Relations Department Dg. Rasik Mohan Chakma, CEM, CADC unveiled a book containing all the Press Releases published till date and a chart on “Important Historical Dates and Events of the Chakmas” published by Information & Public Relations Department, Chakma Autonomous District Council. The CEM inaugurated the buying of the Chart at a price of Rs.600.
The programme held in the CADC Rest House Conference Hall, Kamalanagar was attended by the Chairman, CADC, MDCs, heads of departments and NGO leaders.

Dg. Rasik Mohan Chakma, CEM, CADC speaking narrated how and why the idea of publishing a chart on the important historical dates and events of the Chakmas was conceived. He said the Chakmas have a glorious past yet it is our habit to speak of its darker side only. The chart will give a picture at glance of the glorious past of the Chakmas besides depicting some important turning point in the journey of the community. While deploring the community’s lack of interest for reading he said the chart will be helpful to give an idea of the glorious past of the community at a glance.
He further said the chart will be an object of attraction in the sitting room of every households and it will serve a visitors and friends from other communities about our glorious past.
On the significance of the book of press releases of CADC he said that it will be a source of information on the affairs, events and conduct of business in CADC for the period from 2004 – 2019. The value of the book gains more importance given our poor habit to preserve documents, he said.
Kamalanagar, 20 August, 2019: Today in the third sitting of the CADC Monsoon Session, the official resolution to appoint 19 Group A & B Gazetted officers was passed with majority vote. 16 Members voted in favour, 3 against while 4 abstained from voting.
The resolution was moved in the first sitting of the session held on 16/8/2019 by Dg. Rasik Mohan Chakma, CEM, CADC. He sought support in favour of the resolution stating that a huge shortage of officers would follow in a year or two with a number of officers of CADC due for retirement. Had there been appointment of Group A&B Gazetted officers in the last 10 years the gap that has built up would not have been there, he said while arguing in favour of the resolution.
In the course of the discussion of the resolution the CEM, CADC clarified to the Members in the opposition bench that prior approval for appointment is only required for Gazetted officers and for creation of new posts.
Rule 28(2)(g) of the CADC (Constitution, Conduct of Business, etc.) Rules 2002 has it that approval of the governor be obtained for appointment of Gazetted officers of CADC. The resolution so passed today will be referred to the governor for his approval.
The matter of the standing order issued by the governor in 2016 requiring to take his approval in matters of appointment of any category of post also came up during the discussion. This was also clarified by Dg. Lakhi Dhan Chakma, Executive Member who stated the said order had been already challenged in the court of law by LADC and was quashed and is no more valid.
Dg. Uday Tongchangya, Executive Member i/c Local Administration Department laid the dissolution of four village councils of CADC for the information of the Members and discussion in the House. The village councils that have been dissolved in last couple of months are Kamalanagar-III, Nalbonya, Chotapansury and Baranasury. Rule 26(3) of the CADC Village Council Act, 2003 requires that all papers connected with dissolution of any village council be laid in the first Session of the District Council after its dissolution for discussion of the Members.

Kamalanagar, 16 August, 2019: The regular Budget of CADC for the current financial year was presented today in the first sitting of the Monsoon Session, 2019 for an amount of Rs.95,28,98,000/-. The first four months of the current financial year had to be transacted on Vote On Accounts as regular full budget could not be passed due to election model code of conduct coming into force following announcement of Lok Sabha election.
Of the allocated budget figure of Rs.95,28,98,000/- the amount earmarked for salary is Rs.88,15,62,000/- which 93% of total revenue account. The remaining 7% is meant for administrative costs and minor works for development purpose.
The salary estimated in the expenditure head of the budget accounts for a salary deficit of Rs.11,49,23,000/-. The CEM, CADC Dg. Rasik Mohan Chakma in his budget speech stated that representation to the state government has been made for additional fund to meet the deficit in salary.
To meet the ever increasing payment towards pension of retired employees Rs.6,78,02,260/- has been contributed by CADC to the Employees Pension Fund out of normal Grant-in-Aid, State Finance Commission Grants Fund, 2018-19, the CEM said in his speech while stating that as many as 25 number of employees are retiring from service in the current financial year.
The Budget allocated a larger share of the meager amount left for developmental works towards reviving the schools that has remained neglected.
Today’s sitting also show an official resolution being moved by CEM, CADC on appointment of Group A and Group B Officers of CADC. The resolution sought to appoint as many as 19 numbers of officers during 2019-20 under different departments.
The CEM, CADC also introduced a bill seeking to legislate the CADC (Land and Revenue) Rules, 2019 under powers conferred by section 21 of CADC (Land and Revenue) Act, 2002.
The Question Hours of the sitting answered five unstarred questions put by different members of the opposition bench.
Kamalanagar, 15 August, 2019: Dg. Rasik Mohan Chakma, CEM, CADC in his address to the public on the occasion of official celebration of 73rd Indian Independence Day at Kamalanagar football ground, hailed the achievements made by his administration within seven months into office as a great success. He hoisted the National Flag at 7 am and did the honour of inspecting the parade contingents perform ceremonial march past.

Speaking on the occasion he said having inherited an almost collapsed education system it became a top most priority of his administration to restore the schools to functioning. On assuming office, he claimed his administration has made fund provision of Rs.20.00 Lakhs for repairing school buildings, Rs.10 Lakhs for providing furniture to schools, Rs.10.00 Lakhs for providing Green/white boards and Rs.20.00 lakhs for providing free text books to all students.
To ensure quality education he said the school curriculum has been revised in line with NCERT and common public examination has been introduced. To preserve and promote Chakma Scripts and Language Chakma Grammar Book has been published and Chakma Language proficiency examination conducted.
“Two school buildings have been already constructed under BADP and four more school buildings under BADP and six under MSDP will be constructed soon”, he announced.
He said, “Our target is to build total school infrastructure for which projects involving more than 100 Crores under different Ministries of Central Govt. have been formulated.”
Towards poverty alleviation he said, “CADC has provided Rs.1 Crore to benefit 100 beneficiaries under Rural Housing scheme and Rs.19.05 Lakhs was provided to 127 beneficiaries under poultry, piggery and WRC land.”
To keep pace with the global community in fighting environmental crisis he said, “CADC has decided to adopt Mizoram State Biological Diversity Rules’ 2010 in the upcoming Monsoon Session and Biodiversity Management Committee shall be constituted in all village councils to implements various Centrally Sponsored Schemes”.
While emphasizing poor road connectivity in CADC being a hurdle to development he said his administration is making an all-out effort with help from the state government for solution to the problem. Towards this effort he said, “Road connectivity for Parva-Siminasora, Parva-Kamtuli, Boroituli-Jaruldubosora, Ngahrum-Rajmandol, Parva-Zochawchhua and Chawngte-Nalbonya have been taken up and are likely to be completed in scheduled time. Kamalanagar-Ajasora road is reconstructed as PCC work and Chawngte-Borapansury and Borapansury-Tlabung road shall be taken up towards close of thiss financial year. It shall remain our effort to connect all the villages within CADC with all-weather roads.”
He informed that the State government will be equipping the Chawngte Community Health Centre with medical equipment and that CADC has proposed for construction of Maternity Ward at Chawngte CHC and repairing of PHC at Borapansury with fund under PMJVK.
Twelve parade contingents, represented by eleven schools and a CRPF battalion performed march past on the occasion and Duloram Public School bagged the first prize.

2019: The Executive Committee, Chakma Autonomous
District Council in its meeting held today decided to depute the successful
candidates of the examination for training in Agriculture and allied subjects
notified vide notification No.A.12032/1/2009-2010/CADC(G)/Part-I dt.28/06/2019
to undergo Basic Agriculture Training (BAT) courses at ITC, Hnathial as
in-service personnel.
The recourse has been necessitated due to receipt of a request letter (L/No.B.13017/4/2018-DTE(AGR-R&E)/39 dt.2/07/2019) from the Directorate of Agriculture (Research & Extension), Government of Mizoram to select in-service candidates to undergo BAT courses at ITC, Hnahthial for the Session 2019-20121.
Earlier, CADC has conducted an examination to select fresh candidates for undergoing training for Agriculture Demonstrator, Horticulture Demonstrator and Sericulture Demonstrator the result of which was published on 28th June 2019. Seven candidates were selected to avail training courses during the session 2019-2021 while 8 candidates were declared under waiting list for the session 2020-22. The Examination was conducted to select pre-service candidates in mind. However, as the matter of pre-service candidates was intimated at a very short notice by the state government it could not be pursued and on the other hand CADC could not afford to lose the opportunity due to acute shortage of technical hand at present. CADC anyhow decided to continue with the process of the examination notified to select the meritorious candidates. To qualify the successful candidates for the BAT training course under in-service category it decided to appoint them on fixed pay basis.
Kamalanagar, 05 July, 2019: Shri Lal Moni Chakma s/o Adi Chandra Chakma, Shri P. Thantluanga s/o P. Sangrothanga, Smt. Milon Sushi Chakma w/o Guna Sindu Chakma and Smt. Namita Chakma d/o Shanti Moy Chakma who were appointed as Nominated Members of Chakma Autonomous District Council on 4/7/2019 have been sworn-in today in the Session Hall of CADC. Shri H. Amaresh Chakma, Chairman, CADC administered the oath to the Members.
Earlier, on 12/3/2019, the Governor issued a similar notification appointing the same persons as nominated MDC. However, the notification had to be suspended on 15/3/2019 due to election model code of conduct coming into force following the announcement of election to the 17th Lok Sabha.
Out of the four nominated members at least two have to be women as provided under Rule 7 of CADC (CCB) Rules 2002.
