Dg. Durjya Dhan Chakma, MDC sworn-in as CEM, CADC

Kamalanagar, 6 April, 2021: Dg. Durjya Dhan Chakma an elected MDC of Chakma Autonomous District Council (CADC) was sworn-in today as Chief Executive Member, CADC in a program organized in the premises of CADC Rest House, Kamalanagar. Pi Marilyn Rual Zakhumthangi, Additional Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.

He has announced the name of four MDCs namely Dg. Hiranand Tongchangya, Dg. Bhuban Kumar Chakma, Dg. Uday Tongchangya and Dg. Sanjiv Chakma to be inducted in his Executive Committee. There are seven Executive Members in all.

Dg. Durjya Dhan Chakma was appointed the new CEM by the Governor, Mizoram following the resignation tendered by Dg. Rasik Mohan Chakma from the post of CEM, CADC on 29th March, 2021. The resignation by Dg. Rasik Mohan Chakma came about with the removal of Dg. H. Amaresh Chakma from the post of Chairman in a no-confidence motion in the Budget Session, 2021-2022.

Dg. Durjya Dhan Chakma is the third CEM of this 10th CADC. He contested the CADC General Election held in 2018 with MNF ticket and was elected from 5-Kamalanagar (N).

The new CEM in his address to the gathering proclaimed that he shall be people’s CEM. He stated that it shall be his endevour to herald a governance that is welfare and inclusive.

In reaching out to the world Chakma community he said that it shall be his responsibility to attend to issues that concern the community at large to the best of his capacity.

He has appealed for the cooperation of political leaders irrespective of political affiliation, community NGO leaders, intellectuals and thinkers in his mission for development of CADC.

While emphasizing education to be his priority he urged the teacher’s community for their dedication and support to produce high quality citizens.

HODs of different departments and staff of all categories were urged for dedication in their duties for delivery of good and fruitful governance.

He has also outlined during the course of his speech his journey this far since student life serving the community in various capacities in different NGOs like MCSU, CYCA, etc.

The Hon’ble Governor of Mizoram is pleased to appoint Dg. Durjya Dhan Chakma, an elected MDC from 5-Kamalanagar ‘N’ MDC Constituency and Leader of MNF Legislature Party as the Chief Executive Member of the 10th Chakma Autonomous District Council with effect from 05.04.2021.

CADC Budget Session, 2021-2022 adjourned indefinitely

Kamalanagar, 30 March, 2021: The second sitting of the Budget Session-2021-2022 held today was adjourned sine die after no business could be transacted due to dissolution of the Executive Committee, Chakma Autonomous District Council caused by the resignation of Dg. Rasik Mohan Chakma from the post of Chief Executive Member.

Dg. Rasik Mohan Chakma resigned from the post of CEM yesterday following the removal of the Chairman, CADC in a no-confidence motion moved on 26th March 2021.

Dg. Mohesh Boran Chakma, Deputy Chairman was on the chair who informed the House about the resignation tendered by Dg. Rasik Mohan Chakma which was received and forwarded yesterday to the Governor, Mizoram.

Attributing to the circumstances so caused due to the resignation of the CEM, the Deputy Chairman adjourned the Session sine die under Rule 35(2) of the CADC (Constitution and Conduct of Business, etc) Rules’ 2020 while stating that the list of business like presentation of the Budget, questions of the sitting all pertains to the House Leader.

Pu Robert Romawia Royte unveils foundation stone for construction of a student hostel

Kamalanagar, 29 March, 2021: Pu Robert Romawia Royte, Hon’ble Minister of State i/c Sports & Youth Services, Tourism, ICT department today unveiled the foundation stone for construction of a student hostel in CADC in presence of Pu H. Biakzaua,Hon’ble MLA, Lawngtlai (E) and MDCs of CADC.

The programme was held in the premises of Chakma Rest House, Kamalanagar and was witnessed by a huge gathering.

Earlier, Dg. Rasik Mohan Chakma, who has resigned from the post of CEM, CADC this morning speaking in the Chakma District MNF office announced that the hostel will be constructed at the Bodhicariya School of Shishu Koruna Sangha which is under construction at Udalthna-I about 10 Km from Kamalanagar.

The hostel will be constructed at a cost Rs.282.80 lakhs.

Dg. Rasik Mohan Chakma tendered resignation from the post of Chief Executive Member

Kamalanagar, 29 March, 2021: Dg. Rasik Mohan Chakma today tendered resignation from the post of Chief Executive Member, Chakma Autonomous District Council. The resignation letter was addressed to the Governor, Mizoram through the Deputy Chairman, CADC.

The incident came about two days after Dg. H. Amaresh Chakma, Chairman, CADC was removed in a no-confidence motion in the first sitting of the Budget Session held on 26th March, 2021.

Dg. Rasik Mohan Chakma has held the office for 2 years and about a month. He was sworn in to the office of CEM, CADC on 21st January, 2019 taking over from Dg. Shanti Jiban Chakma, the then CEM, CADC in a no-confidence motion.

With his resignation the current Executive Committee, CADC stand dissolved and a new Executive Committee needs to be constituted.

Motion for removal of Chairman, CADC moved and passed

Kamalanagar, 26 March, 2021: Today in a turn of event in the first sitting of the CADC Budget Session, 2021 – 2022 a motion for removal of Dg. H. Amaresh Chakma from the office of Chairman was moved and all 15 elected Members present voted in favour of the motion. Dg Mohesh Boran Chakma, Deputy Chairman who conducted the proceeding of the sitting declared the Chairman removed by majority vote.

Dg. Mohan Chakma who is also an Executive Member of the present Executive Committee, CADC moved the motion. 16 elected Members out of 20 including the Deputy Chairman attended today’s sitting. Of the 15 Members who voted in favour of the motion 8 belonged to the treasury bench (MNF party) and 7 to the opposition (BJP). 4 Members from the treasury bench including the Chairman remained absent.

Dg. H. Amaresh Chakma who has contested the CADC General Election with MNF party ticket won from the 6-Kamalanagar South MDC Constituency.

The session was adjourned till next Tuesday.

Hand Book on ‘Composite Fish Culture System’ released

Kamalanagar, 25 March, 2021: A hand book on ‘Composite Fish Culture System’ published by Fishery Department, Chakma Autonomous District Council was released today by Dg. Rasik Mohan Chakma, Chief Executive Member, CADC, witnessed by Dg. H. Amaresh Chakma, Chairman, CADC and Dg. Lakhi Dhan Chakma, Executive Member, CADC in a function organised in the CADC Conference Hall, Kamalanagar.

Hon’ble CEM, CADC releasing the book on composite fish culture

The programme was also attended by HODs of CADC and fish farmers from different villages.

Dg. Rasik Mohan Chakma while speaking in the programme emphasized for adoption of land based economy for economic development of the area given the availability of land and poor economic condition of the people.

He further added, “We are traditionally poor and so need to identify such trades which require less investment but fetches return within a year. Accordingly we have identified wet rice cultivation, fishery, piggery and poultry to be emphasised.”

He said that the Fishery Department has been further equipped with six persons having been successfully trained recently as Fishery Demonstrator.

“Our endevour is to make ourselves self-sufficient in fish production and cut the demand for fish from Silchar which is estimated to be more than Rs.50 lakh per month in terms of cost”, he stressed while pointing to the economic benefit the community would gain if the demand can be met by the local fish farmers.

For the benefit of the fish farmers he proposed that introduction of digital helpline can be contemplated in the near future.

He has urged for professionalism in every walks of life while regretting the lack of it in our people whether it is the politician, a government service employee, a business man or a farmer.

Dg. H. Nutan Chakma, DFDO in his brief report stated that the Hand book would be useful for the fish farmers which have been prepared in Chakma language using Bengali script in addition to an English version keeping in view of the old generation who are more familiar with Bengali.

He said, “The Hand book would provide technical knowhow on composite fish culture at zero cost on the part of the farmer”.

He has explained that composite fish culture is rearing of different species of fish together for which right knowledge about selection of compatible species is important so that predatory species are excluded.

Steel almirahs and benches distributed to all Village Councils, CADC

Kamalanagar, 23 March, 2021: Steel almirah and low benches were distributed today to all the 88 village councils under Chakma Autonomous District Council in a short programme organised by Local Administration Department, CADC.

The programme was graced by Dg. Uday Tongchangya, Executive Member i/c LAD, etc. While emphasizing the need to provide the village councils with the basic essentials like almirahs, benches, etc. he stated that this initiative will go to fulfill the gap.

Each village council was allotted one steel almirah and 10 numbers of low benches. Earlier under the same scheme necessary office stationaries were given to the village councils for their smooth functioning.

The arrangement for the furniture and office stationaries has been made with fund provision to the tune of Rs.30,81,000/- under Additional Grants of GIA to Village Councils (Mizoram Finance Commission), 2019-2020.
