The Hon’ble Governor of Mizoram has set aside the order pertaining to the disqualification of Dg. Rasik Mohan Chakma as a member of the 10th Chakma Autonomous District Council.

The Chairman, Chakma Autonomous District Council is pleased to summon the Members of the 10th Chakma Autonomous District Council to sit for the Monsoon Session, 2021 to be commenced from 4th October (Monday), 2021 at 10:30 A.M. in the Session Hall of the Chakma Autonomous District Council, Kamalanagar.
All business, official and non-official admitted earlier shall be taken up without admitting any fresh business thereby.

Kamalanagar, 20 September, 2021: Dg. Rasik Mohan Chakma, Member of District Council, Chakma Autonomous District Council was disqualified today of his membership as MDC by the Chairman, CADC Dg. Mohan Chakma on charges of having breached the provisions of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution and Conduct of Business, etc.) Rules, 2002 and provision of Rules of Mizoram Salaries, Allowances and Pension of Members of Legislative Assembly Act, 1999.
He has been found to have drawn simultaneously salary as MDC and pension of MLA as well. The matter has been brought to the notice of the Chairman, CADC in the form of complaints by Dg. Onish Moy Chakma, MDC about a year back and recently, by five MDCs; acting upon which the Chairman issued show cause notice to Dg. Rasik Mohan Chakma three days back.
The explanation submitted by Dg. Rasik Mohan Chakma have been found to be unsatisfactory and hence, guilty of the charges which prompted the Chairman to take this punitive measure of disqualifying him of his membership as MDC.
All benefits and privileges due to an MDC shall stand withdrawn from him due to the disqualification for a period of five years.
Kamalanagar, 17 September, 2021: Shri Mohan Chakma, the Hon’ble Chairman, Chakma Autonomous District Council issued a show cause notice to Rasik Mohan Chakma today in the wake of separate complaints lodged by Onishmoy Chakma, MDC and jointly by five other MDCs seeking explanation on his alleged violation of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules 2002 and Section 15(5)(c) of the Mizoram Salaries, Allowances and Pension of the members of Legislative Assembly Act, 1999.
The Chairman sought clarification giving three days time on why he shall not be disqualified for allegedly violating the established rules tantamount to office of profit. Rasik Mohan Chakma was a member of the Mizoram Legislative Assembly from 2003 to 2006 till he tendered his resignation as MLA subsequent to passing of the Mizoram State Legislature Members’ (Removal of Disqualification) (Amendment) Bill 2006 which forbids MLA to simultaneously hold the position of Chief Executive Member of an Autonomous District Council.
However, Rasik Mohan Chakma was re-elected as Member of Chakma Autonomous District Council in 2018 and thereafter elected leader of the Legislature party before assuming the office of the Chief Executive Member in early 2019 till April 2020.
Councillors in their complaint letter alleged that Rasik Mohan Chakma committed offence of criminal misconduct for drawing pension of Legislator and simultaneously drawing the salaries and all other admissible allowances as the Chief Executive Member of Chakma Autonomous District Council for the period July 2019 to January 2020 which is in gross violation of the Acts & Rules mentioned earlier and entails for disqualification from membership of District Council under Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002.
In pursuance of the directive received from General Administration & Control Department, Government of Mizoram vide L/No. F.14011/2/2012-GAD(RTI) date Aizawl, the 25th January 2021, the Executive Committee of Chakma Autonomous District Council is pleased to appoint the following State Public Information Officers (SPIOs) in all the Department of CADC as per Section 5(1) of the RTI ACT, 2005 to provide information under the Act.

Kamalanagar, 15 August, 2021: The 75th Independence Day of India was celebrated today in the Kamalanagar football playground organized by the Sub-Divisional Office, Chawngte while keeping the celebration low-key in view of the raging covid-19 pandemic. The ceremonial march-past and cultural programmes which usually mark the celebration of this Day have been skipped to ensure public mass gatherings are avoided.
The programme was attended by the Sub-Divisional Officer, Chawngte, councilors of CADC, officials of CADC and state government offices and NGO and Village Council leaders.
Dg. Durjya Dhan Chakma, Hon’ble CEM, CADC who graced the occasion as its Chief Guest lauded the Chawngte medical team, district administration, CYCA, MCSU, CMS, YMA, CADC employees and village level volunteers for their untiring effort in the fight against the deadly covid-19 pandemic while expressing gratitude to Pu Robert Romawia Royte, Hon’ble MOS, Dr. R. Lalthangliana, Health Minister and International Buddhist Confederation for their timely contribution to equip the Covid Care Centers set up in CADC.
The CEM in his speech highlighted the various developmental activities being undertaken in CADC notwithstanding the hurdles caused by the pandemic. He has stated that more could have been achieved had it not been for the pandemic which have hit the pace of work progress.
Earlier, in the morning Dg. Mohan Chakma, Chairman, CADC hoisted the national flag in the premises of CADC secretariat in the presence of the employees of CADC and his colleague councillors who in his address to the gathering also shared the various developmental activities that are being undertaken within CADC.
The various developmental works that found mention in the speech of the CEM, CADC and Chairman, CADC are:
“Chief Executive Member Relief Fund” (CEMRF) of Chakma Autonomous District Council was established entirely with public contributions to render immediate relief to families of those affected by natural calamaties like Covid pandemic, floods, cyclones, earthquakes etc. and to the victims of fire, major accidents etc.
As of date a sum of Rs.19,26,424.00 was received under CEMRF and a sum of Rs. 5,38,984.00 was utilised out of the fund.
a. Established 2 (two) Covid Care Centres at Kamalanagar & Borapansury.
b. Established 3(three) Community Covid Care Centres at Kamalanagar, Longpuighat & Damdep-I.
c. Established one Quarantine Centre at Kamalanagar for suspected Covid-19 infected persons who do not have facility to isolate themselves from other members of the family.
d. Distributed free ration for the month of April 2021 to the villagers of Barkalak & Semeisury.
e. Distributed 80 bags of rice to the needy families of Kamalanagar Town.
f. Provided 2 (two) vehicles for mobilization of frontline workers.
g. Provided financial assistance to NGOs for the management of Covid Care Centres and other Covid 19 related activities.
h. Provided financial assistance to the village level task forces of the 10 (ten) villages within Kamalanagar Town area.
i. Engaged two trained laboratory technician on temporary basis whose remuneration is borne out of the CADC Covid Care Fund.
j. Engaged fourth grade worker at Covid Care Centre on temporary basis for disposal of waste materials whose remuneration is borne out of the CADC Covid Care Fund.
Administrative approval for an amount of Rs, 308.71 Lakhs under NEC was allocated for construction of 10 schools at a cost of Rs, 30,87,075 Lakhs per school. These Schools are:-
Administrative approval for an amount of Rs, 295.68 Lakhs was received for Rice Area Expansion (Land development of WRC in valley plain) under Community Development Programme, NEC. An amount of Rs, 10 Lakhs was released towards non-recurring grants for creation of capital assets as part of 40% of Ist Installment).
The scheme is to be implemented in 17 villages and a total of 115.7 Hectres land to be developed under this scheme.
Total area covered : 115.7 Hac.
Administrative approval for an amount of Rs, 298 Lakhs was received for development of fisheries within CADC under Pradhan Mantri Matsya Sampada Yojana (PMMSY). A Total of 80 beneficiaries will be benefitted & two Hatcheries be developed under this scheme.
I. Accorded provision for Financial Assistance to Poultry & Piggery farmers to 666 families under Animal Husbandry & Vety Department under CADC.
J. Set up CADC Brick Kiln to augment revenue generation.
Kamalanagar, 06 August, 2021: A meeting called by Chakma Autonomous District Council to discuss the 125th Amendment Bill, 2019 concerning amendment of the Sixth Schedule to the Constitution of India was held today in the CADC conference hall chaired by Dg. Durjya Dhan Chakma, Hon’ble CEM, CADC.
The meeting was attended by MDCs (CADC), representative of all political parties and major Chakma NGOs.
The meeting has been called to the effect of a meeting called by Mizoram Government on the same subject which is scheduled to be held in the Chief Secretary’s Conference Hall on 10th August. The meeting is to be attended by the CEMs and Executive Secretaries of all the three ADCs of Mizoram.
The meeting discussed the various amendment proposals submitted earlier by Chakma Autonomous District Council to the Chairman, Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019. The amendment proposals which have not been included in the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 were noted. The report of the Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 was also discussed.
It has been finally decided that Chakma Autonomous District Council shall stick to the amendment proposals submitted earlier and keep pursuing them with the central government.

Kamalanagar, 02 July, 2021:Â Chakma Autonomous District Council has bought medicine worth Rs.2.50 Lakhs for the Covid Care Centres and Community Covid Care Centres set up in Kamalanagar town area. The cost has been met out of CEM Relief Fund.

Poor covid patients who otherwise have to arrange their own medicine lodged in the CCCs will get free supply of medicine.
Pu Robert Romawia Royte, Minister of State, Mizoram donated two Oxygen Concentrators for the CCCs which were received by the CEM, CADC Dg. Durjya Dhan Chakma during his recent tour to Aizawl. He also donated Rs.20,000 to CADC CEM Relief Fund constituted especially as a response to the Covid Pandemic situation in CADC.
The CEM also received 100 set of PPE suits, 50 bottles of sanitizers, 200 masks and 400 set of gloves from Dr. R. Lalthangliana, Health Minister for the CCCs which were handed over to the SMO, Chawngte today.
