CADC Budget Session 2013-14, Second Sitting

Kamalanagar, May 9:The second sitting of the CADC Budget Session discussed the Budget today which was placed before the House on 6th. The budget with its maximum share going towards administrative cost, the discussion concluded early.

After the discussion got over, the Hon’ble CEM, CADC Dr. Buddha Dhan Chakma presented an official Bill. The bill sought to expand the Executive Committee to 8 (eight) members from the existing strength of 6 (six). The Hon’ble CEM, CADC stated, in justification for bringing in the Bill, that the need to expand the Executive Committee has become imperative with the increase of departments and increase in number of member to the District Council. There has been an increase in the number of departments under CADC with the entrustment of the Minor Irrigation department and Urban Development & Poverty Alleviation department. With the delimitation of the MDC constituencies the number of member of District Council has increased from 17 to 20.

The Session was adjourned till tomorrow when voting on the budget and on the official bill shall take place.

CADC Budget Session 2013-14 Starts

Kamalanagar, May 6:The first Budget Session of the 9th CADC started today. The 9th General Election to the Council which concluded recently caused a delayed budget.

The new Hon’ble Chief Executive Member, Dr. Buddha Dhan Chakma placed the budget before the house. The budget comprised of the Supplementary Demand for Grants, 2012-13 and the Demand for grants, 2013-14.

In the Supplementary Demand for grants, 2012-13 Rs.1399.01 lakh has been allocated under Plan sector and Rs.268.00 lakh under Non-Plan sector which is inclusive of Rs.1249.01 lakh under NLCPR and Rs.150.00 lakh under SCA. The Revenue collection for the year 2012-13 was 60.93 lakh against a target of Rs.98.70 lakh.

A Budgetary allocation of Rs.3195.00 lakh under Non-plan sector and Rs.1537.00 lakh under Plan sector as normal Grant-in-aid was made for the Council by the State Government for the current fiscal year 2013-14. Out of the allocated amount, Rs.351.16 lakh shall go for the purpose of developmental schemes while rest of the amount shall go to meet payment for salaries.

The Hon’ble CEM, CADC in his budget speech pledged to put his best effort to increase the budgetary allocation as and when the size of the State Annual Plan get finalized by the Planning Commission. He also made a projection for local revenue target of Rs.66.49 lakh and a collection of an amount of Rs.25.01 lakh as Employees contribution in the CADC Employees Pension Fund.

The Budget Session was adjourned till 9th May.

42nd CADC Day Celebrated

Kamalanagar, April 29:The 42nd CADC Day was celebrated today ceremonially. The morning of the Day was started with the hoisting of the CADC flag by the new Chief Executive Member, CADC Dr. Buddha Dhan Chakma to the tune of the CADC anthem.

On the occasion the patriots like Shri Kristo Mohan Chakma and Shri Atul Chandra Chakma were recalled and tributes were showered upon them.

The new CEM expressed his hope for cooperation from every section of the society to take CADC on the path of growth. In his address to the public he announced the induction of four members into his Executive Committee for which, he told, recommendation were sent to His Excellency, the Governor of Mizoram. The four to be Executive Members are Shri Susen Chakma, Shri Doyal Chandra Chakma, Shri Mohan chakma and Shri Buddha Lila Chakma. He also told that the two remaining Executive Members shall very soon be inducted.

Dr. B. D. Chakma Sworn in as the New CEM, CADC

Kamalanagar, April 26:Dr. Buddha Dhan Chakma was sworn in today as the new Chief Executive Member of the 9th Chakma Autonomous District Council in a ceremony held in the CADC cultural hall. The Deputy Commissioner, Lawngtlai District Pu B. Lalhmingthanga arrived this morning to administer the oath of secrecy.

The new CEM in his address to the public promised to deliver on the high expectation the people have with his leadership being one of the youngest who is a physician turned politician. He said it shall be his endevour to maintain peace and harmony and promote brotherhood between the different tribes dwelling this land. He urged one and all to come forward to take part in this success story.

CADC recently had its 9th General Election held where the Indian National Congress won 17 sits while the remaining three by the Mizo National Front. This will be the second successive Congress led Government at CADC.

Kali Kumar Tongchangya Elected as New Chairman, CADC

Kamalanagar, April 23:Dangu Kali Kumar Tongchangya from the INC party was elected today as the new Chairman of the 9th Chakma Autonomous District Council.

Dangu Indralal Chakma, MDC contested the election from the MNF party. Dangu Kali Kumar Tongchangya polled 16 votes while Dangu Indralal Chakma 3 votes.

 

Dangu Sushil kumar Chakma, MDC conducted the election who was earlier appointed as protem Chairman by His Excellency the Governor of Mizoram.

New MDCs to the 9th CADC Sworn In

Kamalanagar, April 22:A ceremony was arranged today to administer oath to the 20 newly elected Members of District Council in the recently concluded General Election to the 9th Chakma Autonomous District Council. The General Election to the 9th CADC which concluded on 17th March had its result announced yesterday with 17 candidates winning with party affiliation to Indian National Congress and 3 to Mizo National Front. About as many as 47 candidates have contested for the 20 MDC constituencies with 7 independent candidates in the fray.

Borapansury Primary Health Centre Inaugurated

Kamalanagar, March 13: The Hon’ble Health Minister Pu R. Lalrinliana who arrived Kamalanagar yesterday inaugurated the newly constructed Primary Health Centre at Borapansury. Though construction of the PHC was completed during 2010 but services could not be started immediately due to lack of resources.

Persistent efforts from the authorities of Chakma Autonomous District Council to make the PHC functional finally paid off. On 7th December 2012 the Executive Secretary on behalf of Chakma Autonomous District Council struck a deal with the Secretary, Health & Family Welfare representing the Govt. of Mizoram to run the hospital on PPP model. The agreement has been signed for a period of two years which shall be reviewed and extended from time to time. As per the agreement the responsibility to run the hospital is totally vested with the authorities of CADC. While the Govt. of Mizoram shall provide equipments and medical supplies at par with other PHCs, subject to availability of fund. It will be the responsibility of CADC to recruit staff as per recommended manpower required. The two Health Sub-centres at Borapansury and Jarulsury shall come under the agreement. The Borapansury centre shall cover six villages while the Jarulsury centre five.

The PHC main building was constructed at an estimated cost of Rs.86.19 lac. It has a room for the doctors, a room to be used as operation theatre, a ward, a labour room, an X-Ray & dark room, a casualty room, a laboratory, main centre, kitchen, OPD and other usual components. Besides the main building, one nurse quarter, an OPD building and two staff quarters have been constructed with fund provision under BRGF during 2009.

The local MLA Dangu Nirupam Chakma and Hon’ble Health Minister Pu Lalrinliana while speaking on the occasion disclosed about a similar plan of setting up of another PHC at Longpuighat to be run on the same model, sanction for which to the tune of Rs.1 Crore have been already made, they said.

The Director, Health & Family Welfare while presenting the technical report informed that effort are on for equipping the hospital with an X-Ray machine for which tender has been called, he said.

Dr. B.D. Chakma, Executive Member, CADC told that for modernization of Borapansury town a project has been submitted with the DoNER Ministry which he said was retained.

So far, to run the hospital one medical officer, 5 nurses, an accountant, a laboratory technician and 4 grade IV staff have been appointed.

Health services within CADC has been one of the poorest with one lone Community Health Centre at Kamalanagar catering to a population of more than 50 thousand. The new PHC at Borapansury shall be of great service in an area starved of health care facilities and most importantly for the fact that it shall be managed by the local self Government – CADC.

CADC Cultural Hall-Cum-Museum Inaugurated

<pKamalanagar, March 9:The first ever mega structure within CADC, the CADC Cultural hall-cum-museum, constructed at Kamalanagar at an estimated cost of Rs.6.07 Crore was inaugurated today by the Hon’ble Chief Minister, Pu Lal Thanhawla in presence of Dangu Nihar Kanti Chakma, Hon’ble Minister, Dangu Kali Kumar Tongchangya, Hon’ble CEM and Dangu Nirupam Chakma, Hon’ble MLA.

Treasury Office Inaugurated at Kamalanagar

Kamalanagar, February 19: The long felt need of a Treasury at Kamalanagar, the headquarter of Chakma Autonomous District has finally been fulfilled with the inauguration of the Treasury Office here, by the Hon’ble Minister of Finance, Pu H. Liansailova. Today’s event marked the culmination of an effort taken up by successive Governments of CADC for long three decades.

The Hon’ble Minister graced the occasion as its Chief Guest. While speaking on the occasion he made it categorically clear that the Treasury shall function with the status of a District Treasury with independent charges. So far, all Government transactions were executed through the District Treasury at Lawngtlai, some 150 KM from here, which involves a lot of resources and time. Security concern has been one of the prime reasons for taking this long for the Office to get established, Kamalanagar being near the international boundary. The Hon’ble Minister in his speech said that for a nod from the Reserve Bank of India he and Pu Lalthan Hawla, Hon’ble Chief Minister of Mizoram had to approach Mr. P. Chidambaram, Finance Minister, Government of India for treating the case on special consideration.

Pu F. Vanlalruata, Secretary, Finance Department accompanying the Hon’ble Minister, while presenting his technical introductory report told the audience that not only the Chakma Council but all the State Departments offices within the Council shall benefit from the services of the Treasury. From his report it was learnt that the Office shall be run by one Treasury Officer, one Treasury Accountant, three Assistant Treasury Accountant, one LDC and two Grade Fourth staff.

Earlier, in October 2012, the then Finance Secretary to Government of Mizoram Pu Vanlalnghaka was here in connection with the setting up of the Treasury. He left assuring the authorities of CADC with a positive note and finally promise was delivered.

63rd Republic Day Anniversary Celebrated at Kamalanagar

Kamalanagar, January 26:The 63rd Anniversary of India’s Republic Day was celebrated with great pomp and gaiety at Kamalanagar, the headquarter of Chakma Autonomous District Council.

Early in the morning at 6:30 am, CADC ceremonially observed the Day in its Secretariat Complex, wherein the Executive Secretary, CADC Dangu Digambar Chakma unfurled the National Flag in the presence of councilors and employees of CADC. In his official address, he urged the public to pledge to make best use of the privileges enshrined in the Constitution on occasion of its birth day.

The Sub-Divisional Officer (Civil), Chawngte representing the State Government organized a grand programme in celebrating the Day. While addressing the public on the occasion, Pu L. Rinliana, SDO (Civil), Chawngte welcomed the public in Chakma with effort which was received with roaring applause from the audience.

Parade contingents representing schools and paramilitary force took part in the ceremonial display of march past.

Besides, colourful cultural items on patriotic songs were performed by school children, YCA and CADC Art & Culture Department. Volley ball matches for man and woman were held.

After the programme at the football field was over, the Chief Guest, Pu L. Rinliana visited the patients at the Community Health Centre, Chawngte and distributed fruits.
