Chief Minister, DoNER Minister Visit Chakma Council

Kamalanagar December 1: Hon’ble Union DoNER Minister Shri Paban Singh Ghatowar, Hon’ble Chief Minister, Pu Lal Thanhawla, Home Minister, Pu R. Lalzirlian, Hon’ble Sport Minister, Pu Zodintluanaga and Hon’ble Tourism Minister, Pu S. Hiato arrived this morning by helicopter to kick off a programme of infrastructure development within Kamalanagar area.

Kamalanagar have never been a witness to so many, multi-crore Government funded programmes taking off in one go as was seen today. The much awaited and talked about Modernization of Kamalanagar Town is finally here. Foundation stone for New CADC Secretariat Building, CADC Session Hall and Kamalanagar College were laid down.

                Modernization of Kamalanagar Town and Kamalanagar College are electoral commitments made to the people of Chakma Autonomous District Council by the former Union DoNER Minister Shri Mani Shankar Ayer in the last State Assembly Election campaign. The Modernization project is being funded under NLCPR at an estimated cost of Rs.1988.82 lac. The implementation of the project will bring about a facelift to Kamalanagar town.

                CADC have always been under constraint for infrastructure to accommodate its various Departments. Presently most of its Departments are run on rented houses spread over different parts of Kamalanagar. Consequently, a lot of the time is consumed in file movement. Construction of the CADC Secretariat at the new site on the way to Udalthana would provide room for all the 28 Departments in a single block. Funding for the construction has been made under 13th Finance Commission at an estimated cost of Rs.8.00 crore. The CADC Session Hall, whose site is just close to the CADC Secretariat, shall be constructed at an estimated cost of Rs.3.00 crore under 13th Finance Commission.

                The only College within CADC area which was burnt to ashes in a fire accident this year received a new lease of life with laying of foundation stone by the Hon’ble Union Minister Shri Paban Singh Ghatowar for its construction at the site near Arati Nagar. It will be constructed at an estimated cost of 2.24 crore under NLCPR.

                Shri Paban Singh Ghatowar while speaking on the day said that so far CADC has been awarded with 6 projects under his Ministry amounting to Rs.58.94 Crore out of which two have been already completed. Two more projects, the Construction of Judicial Building at an estimated cost of Rs.6.15 Crore and Chakma Student Hostel at Aizawl at an estimated cost of Rs.6.02 Crore are also retained, he said, by the Ministry to be sanctioned shortly.

                Pu Lal Thanhawla while addressing the public made a reference that all the people of Mizoram are minorities and for peace and harmony and prosperity in the State we must live as one people. He also said that the road connecting Kamalanagar and Lunglei is being newly aligned to make it accessible even for heavy vehicles.

WINTER SESSION OF CADC CONCLUDES

Kamalanagar November 29:        The 8th Chakma Autonomous District Council sat for its Winter Session’ 2012 today. This would be the last Session of this 8th Council before the General Election to the 9th Council starts early next year.

                The one hour question-hour normally kept for discussion of questions was skipped for no questions were received for discussion.

                However, three official bills, the CADC (Salaries, Allowances & Pension of Members) (Amendment) Rules 2012, the CADC (Salaries, Allowances & Pension of Chairman & Deputy Chairman) (Amendment) Rules 2012 and the CADC (Salaries, Allowances & Pension of CEM & EMs) (Amendment) Rules 2012 were introduced in the House, moved by Hon’ble Chief Executive member Dangu kali Kumar Tongchongya. The Bills seek to rationalize the pay of the councilors and pension of the former councilors with the rise in price of commodities. These Bills were earlier brought in, in the Monsoon Session of 2011 and passed. As normal practice the Bills were forwarded to Law and Judicial Department, Govt. of Mizoram for final scrutiny. After necessary corrections were made by the Law and Judicial Department, they were sent back for reconsideration of the House. The Bills were discussed at length and finally got passed unanimously.

MIZORAM STATE BOUNDARY COMMITTEE VISITS INDO-BANGLA BORDER FENCING, CADC AREA

Kamalanagar Nov 22:            The Mizoram State Boundary Committee, which was formed in March this year to look into cases of boundary disputes along the boundary of the State, concluded their three day visit of Indo-Bangla Border Fencing in Borapansury area of Chakma Autonomous District Council. The Committee led by Pu C. Chawngkunga, former Minister arrived Kamalanagar on 20th Nov. with the other members of the Committee Pu Lalduhawma, MLA and Leader of Opposition, Retired Wing Commander Lalnghinglova, Pu R L Rindika and Lalrinzuala.

            While speaking to Pu Lalduhama he said their visit has a reference to the ongoing border fencing along Indo-Bangla Border in CADC. Mizoram has a boundary with Bangladesh of about 318 KM. Since the time, fencing work started in 2005, while the MNF were in power, issues regarding the violation of guidelines by the construction agencies were raised time and again and whereas no heed was paid then he said, because of which today at many places the fencing has been constructed beyond 150 yards from zero line causing unnecessary loss of land. While saying that the Committee’s power is limited to the role of making of recommendation, he expressed his hope that the issue would be looked into.

 He also spoke strongly for the families affected by the fencing, with 15 villages falling outside the fencing and cutting across 21 villages. He strongly felt that the villagers should not budge from their places until and unless arrangement for adequate compensation is made available. As is told by him, even within Borapansury area houses lying outside the fencing were seen which he termed as inhuman to put someone in forced isolation.

NATIONAL EDUCATION DAY CELEBRATED IN CADC

Kamalanagar November 12:The National Education Day 2012 was celebrated, with great pomp, for the first time in Chakma Autonomous District Council today, organized by SSA Mission, Lawngtlai Disrict (CADC Area). This year the Day having fallen on Sunday the State of Mizoram announced the Day to be observed the next day, the 12th November.

             Last year, with the launching of the Shiksha ka Haq Abhiyan programme, the Govt. of India declared 11th November to be observed as the National Education Day every year, to commemorate the birth anniversary of Maulana Abul Kalam Azad, the first Education Minister of Independent india.

            The programme was graced by the Hon’ble Chief Executive Member Sri Kali Kumar Tongchangya as Chief Guest and besides Executive member i/c Education (M/S) Dr. B. D. Chakma and Sub-Divisional Officer, Chawngte, Pu L. Rinliana also attended the function.

            In taking advantage of the Day the CEM, CADC urged the teacher community to give their best to make CADC a part of the 2020 vision of India.

            Pu L. Rinliana while referring to the poor literacy percentage of the area at 38.23%, as per census 2011, invited all the stake holder parents, teachers, students and leaders to resolve to make CADC at par with rest of the state in terms of achievement in the field of education. He wanted all the local people to believe that the educational institutions within CADC area are capable of producing talents without depending on schools outside.

MZP BANDH PEACEFULLY, YMA PEACE RALLY TURNS UGLY

Kamalanagar October 23:     The Bandh called by Mizo Zirlai Pawl (MZP) (Mizo Student Association) at Kamalanagar in protest against the incident leading to the unfortunate death of Pu V Lalramlawma of Tuithiang Veng, Aizawl has concluded peacefully. It was called off at 2 pm after being satisfied with the response they got from the public.

            The atmosphere has been one of tense since yesterday. Several attempts were made by MZP cadres, since morning, to break through the barricade set up by the police at Chawngte-Kamalanagar bridge. However, no untoward incidents were reported.

            To contain the situation the Deputy Commissioner, Lawngtlai, Superintendent of Police Lawngtlai, Add. Deputy Commissioner Lawngtlai, Add. SP and the DSP, Lawngtlai arrived Chawngte. While Pu Laldingliana, Parliamentary secretary also arrived Chawngte this morning to take stock of the situation and Dangu Kali Kumar Tongchangya, Chief Executive Member, CADC, who have been camping at Aizawl before the incident, took a flight to kamalanagar.

            Earlier, a day before, the Group YMA, Chawngte led a peace procession for the same reason which though turned ugly when the mob took to vandalism, causing damage to hundreds of houses, shops, vehicles, Buddha statue and properties worth rupees lakh by pelting stones and bricks. The public are upset with the way the local police handled the situation on the day and blamed them being just mute spectator with no attempt to control the mob. This happened, despite the people of the area cooperating with the decision of the Group YMA and notwithstanding the fact that the demand made by the Village Council Member of Tuithiang veng, to compensate the family members of the victim with Rs.5 lakh, was accepted by the Chief Executive member, CADC.

CADC REBUTS PRISM’s CHARGES

Kamalanagar, October 13:The claim made by PRISM, Kamalanagar branch, of submitting an appeal to CADC authority, for immediate termination of Sri Padma Kumar Chakma, MST and Sri Bana Ram Chakma, UPST, SSA on the ground that both of the incumbents are in possession of fake educational certificate is absolutely baseless, which was published in the daily of The Mizoram Post on 10th October 2012. No such appeal was ever received by the authority of CADC.

However, there is no denying the fact that there is enough evidence to implicate for providing wrong information by the two officials, to the Government by submitting fake certificate with the authority of CADC in order to gain service under it. Accordingly, CADC after being tipped of about the matter took to investigate it of its own under no pressure from any third party. Subsequently, with progress on the matter, Sri Padma Kumar Chakma was issued suspension order Vide L/No.CDC-EDN(GAD)-3/2010-2011/527 dated 7.9.2012 and Sri Bana Ram Chakma being an SSA staff, his case was forwarded to State Project Director, SSA, Aizawl being the appointing authority, vide L/No.A.11011/20/2009-2010/DEC(SSA)/PT/111 dated 5/10/2012 for further necessary action. While Sri Padma Kumar Chakma though was recruited during 1995 on production HSSLC certificate which were found to be genuine but his service got upgraded on production of fake graduate certificate during the ministry of last Executive Committee headed by Sri Rasik Mohan Chakma.

It was also alleged that Sri Taranisen Chakma, Executive member i/c Primary Education who was quoted of saying that no action would be initiated against any employee of CADC working with fake certificate is totally baseless, as is evident from the course of action undertaken by CADC with the two incumbents stated above. Sri Taranisen Chakma urged PRISM, Kamalanagar branch to come up clean with their claims made in the article published in the Post.

Treasury to be set up at Kamalanagar

Kamalanagar, October 12, 2012: The long wait for a treasury at Kamalanagar, the headquarter of Chakma Autonomous District Council would soon be a thing of the past. The Finance Secretary to the Govt. of Mizoram, Pu Vanlalnghaka arrived Kamalanagar day before yesterday, to look into the temporary arrangement for setting up of the office and the provision for quarter to be provided by CADC.

The Finance Secretary was completely satisfied with the arrangement made by CADC. The demand for establishment of a Treasury at Kamalanagar has been a long one. Presently, all Government transactions of CADC have to be pursued through the Treasury at Lawngtlai, some 150 KM from Kamalanagar. A lot of the resources and time go into this process. Once the Treasury is set up, Government transaction within CADC area would switch to fast track course besides saving time and resources and the hassle of involving security personnel every time Government funds are drawn from Lawngtlai.

The Finance Secretary said, “It’s now just a matter of deciding the time to inaugurate the Treasury”. In addition to the Treasury, he also discussed regarding setting up of Branches of Mizoram Rural Bank at Longpuighat and Borapansury, work for which are under process, he said. Work for ground survey in this connection would soon be endorsed to CADC, he said.

The CEM, CADC Dangu Kali Kumar Tongchangya said setting up the Treasury would be a milestone achieved by the present Government at CADC besides many other landmarks dotting through the course of their current term.

Final NLUP payment of 1st phase

Kamalanagar October 10: To assess the progress of implementation and monitoring of the flagship programme of NLUP within Lawngtlai Distict including CADC area, a meeting was held at CADC conference Hall, Kamalanagar.

The meeting was graced by Dangu Nihar kanti Chakma, Hon’ble Minister of State, AH & Vety etc., Dangu Nirupam Chakma, Hon’ble MLA, Dangu Kali Kumar Tongchangya, CEM, CADC, Pu Rinliana SDO (C), Chawngte, Pu Zoram Muana, Secretary, NLUP Apex Board and Pu Lalvenhima, District NLUP Nodal Officer. Besides, the various NLUP line department district officers under Horticulture, Agriculture, Soil & Water Consevation, Animal Husbandry & Vety, Fishery and Industry also attended the meeting.

The meeting was enlightened with inputs of progress, achievement, problems and suggestions contributed by the different line departments’ officers. The political representatives attending the meeting shared their views on the report presented by the line department officers.

Later on the day, in the second session of the meeting final payment of the 1st phase of NLUP under Horticulture and Animal Husbandry & Vety departments were disbursed. About 288 and 370 numbers of beneficiaries under Horticulture and Animal Husbandry & Vety Departments respectively received their final payment. Pu Zoram Muana, Secretary, NLUP Apex Board announced in the meeting that the payment to the beneficiaries selected under the 2nd Phase shall be made in December-January and the process of selection of beneficiaries under the 3rd Phase will soon start, he said.

CADC Observed Condolence Over Chakma Raja Tridiv Roy’s Demise

Kamalanagar, Sept. 18: Chakma Autonomous District Council today paid tributes to His Highness Raja Tridiv Roy and Hon’ble Parliamentary Secretary, Govt. of Mizoram, Pu Chawngtin Thanga over their demise in a condolence assembly held at the premise of CADC Secretariate. As a mark of respect CADC declared today as a holiday.

The Raja’s demise marks the closure of an important Chapter in the history of the Chakmas.

Kamalanagar College gutted in a fire accident

Kamalanagar, August 29: In an unfortunate tragic incident the only College within CADC area and Vijoy Giri Academy, a private school in the heart of Kamalanagar town, were gutted into ashes in an unprecedented inferno. The cause of the fire could not be ascertained as of now while it is suspected that electrical short circuit seems the most probable cause.
